Afternoon warming can open an inspection window, but it cannot certify a shaded wood sill as dry. A horizontal sill and its end-grain corners can hold water while nearby siding feels dry. Record the address forecast at dispatch and the actual condition of each window at the job.

Inspect the wood before choosing primer

Map bare wood, intact paint, checking, open joints and dark or soft areas on each sill. Probe suspect rot within the agreed scope; unstable wood or a leaking window joint needs repair and drying before a coating can be specified. Remove unsound coating using an appropriate lead-safe work plan if the building age and paint history require one. Do not assume a clear-looking film is sound merely because it is dry. That number is not a promise for an October Eugene sill. Obtain the selected finish's own data sheet and check its application and exposure requirements before booking the topcoat.
