It warns of inundation at some low-lying properties and possible road closures. That is a dispatch trigger, not evidence that this particular railing touched floodwater. Keep a fresh site-specific alert in the job file and postpone access where water remains or local officials restrict entry.
Sort a cosmetic nick from a failed assembly
At a safe site, mark which posts, base plates and fasteners were actually wet. Photograph silt, a visible waterline, coating edges, chalk, blistering and any movement. Check with the property manager whether the rail is part of an occupied walkway. A loose guard or suspect anchor needs a qualified railing contractor, not a painter's cosmetic repair. A spreading lift or unknown old finish needs a system assessment before anyone specifies a spot coat.
Identify the railing brand, finish code and warranty instructions.
