The NWS Baltimore/Washington October 3 discussion says a stalling front may bring rain at times through Sunday; its 10:32 a.m. EDT update raised precipitation chances east of U.S. 15 through early afternoon. That regional forecast does not establish rain at a particular window or prove that its recessed steel has dried. Note the address forecast and issue time, then inspect the opening in person.
This is a previously coated exposed steel angle over a brick window, scheduled for a maintenance repaint. Look at the bearing ends, brick joints, flashing and visible weeps. Rust staining alone does not tell the crew whether the angle is structurally sound. If there is displacement, stepped cracking, severe section loss or water running from behind the masonry, stop the paint scope and obtain a qualified masonry or structural assessment.
What the named DTM sheet requires
The B66W00011 white data sheet requires air, surface and material temperatures of 50–120°F, a surface at least 5°F above the dew point and relative humidity no higher than 85% during application. It explicitly says no painting immediately after rain or during fog. These limits belong to this exact sheet, not to every metal coating. Measure the actual shaded lintel edge, not just the street-level air reading; repeat if the weather or shade changes.
For iron and steel, the same sheet specifies at least SSPC-SP2 hand-tool cleaning, oil and grease removal per SSPC-SP1, and coating the same day as cleaning. It calls for a first brush coat on rusty surfaces and stripe coating sharp angles and crevices. Its four-hour recoat example is at 77°F and 50% relative humidity; the job's cool, damp cavity can take longer. Match the existing coating, selected topcoat and can-specific instructions before committing to the second visit.
Crew decision sequence
- Separate repair from paint.Photograph rust, bearing ends, cracked or shifted brick, and visible water paths. Refer structural or drainage defects for repair.
- Confirm the system.Record the actual can, prior coating and current B66W00011 sheet. Choose a compatible finish and access method.

- Measure at the window.Log metal, air and material temperatures, dew point and humidity after rain ends; inspect for retained water under the brick lip.

What the forecast and coating cannot prove
